20 years ago we feigned cowardice during a genocide because it set up Paul Kagame, our proxy strongman in Rwanda. Today we feign ignorance of this basic fact, and that the majority of the victims were Hutu, because of a well grounded fear of those responsible, I hope, rather than because of the money that comes from them.
