torture to be reported to Iraqi authorities
(rather than stopping it)
"You're going to report the Iraqi torture to the people doing it?"
This policy reminds me of "appropriate law enforcement" referred ti in George Miller's rebuff of the Torbitt Document (detailing the involvement the CIA, Pentagon and the FBI's Division 5 in '63 coup, and the response we got from Gov. Jerry and Co. to Jim's JFK
